SOURCE: I went out to warm
First unhook the battery for about a half hour to reset the computer.
does that have anti-theft on it.
a remote starter ?
second either swap the relays for the starter and fuel pump or replace them outright.
when you bypass the relay to get it to crank... will it start ?
if that radio is of the anti-theft variety make sure you know the code and how to enter it

THERE IS A WIPER HIGH/LOW RELAY, AND A WIPER ON/ OFF RELAY. BOTH ARE LOCATED IN THE INTEGRATED POWER MODULE, RIGHT FRONT OF ENGINE COMPARTMENT. RELAY ID SHOULD BE PRINTED ON THE INSIDE OF THE COVER. GOOD LUCK!

Either the switch is broke or the blower motor is. My guess would be the blower motor. You will have to check the plug at the blower motor for power with an ohm meter. And if it does move the switch to see if it put's out more amps. If it does it's the blower motor. If it doesn't it's the switch.
