This is no BCM problem this is an steering wheel airbag problem the cover is warped and this causes the horn to honk like you are pressing it.

I have a 1998 chrysler concorde. The airbag light on the dash stays on and my horn doesnt work. How do i fix this without costing me tons of money?

Could be a wiring problem or the clockspring in the steering column.
You would need to pull the steering wheel and test the circuits.

I have a weak sounding horn?

hons suffer from rust at the horn coil and dirt at the points of the coil. Normally they are not serviceable so a replacement horn is the fix.

What would cause the horn of a car to suddenly sound continuously?

there is a short in your steering column. there is usually a sponge between two metal pieces that turns on when you press on the horn. it might be too thin now: you need to find the short and separate them nicely.

E24 6 Series BMW horn is shorting

This happens a lot with older vehicles. Inside the steering column there is a contact for the horn that is held in a plastic piece that in time will break and cause the horn to malfunction. This is not a part you should tackle yourself as you would need specific to vehicle tools such as pullers to get to the bad part. Seek out a reputable mechanic shop, most any will know how to fix it.

Saturn Keep blowing horn fuse

Could be a short in the steering wheel or column. Or a faulty horn relay.
You may need a wiring diagram to trace the circuits from the relay.
Usually the black wire is the ground and the green is voltage from the relay.

You would have to remove the horn button or insert on the steering wheel to either fix the contact or spring which causes the horn to function when the 2 make contact
