Should be under the dash on the drives side you`ll have to remove the plastic covers above the the floor pedals and probably the one under the steering column. If only one side works turn that one on and when it clicks you should be able to feel it and it`s probably hooked to some stupid clip type holder or bracket next to the fuse box.Ken

The hazard lights has it's own flasher, change the flasher for the turn signals and see if that works. To find out which flasher it is, put on the hazard lights, and put your finger on the flashers, which ever one you don't feel clicking is the turn signal one.

SOURCE: where is the flasher for
under the dash on driver side in front of the fuse box. But before hand pull out the middle of the dash where the hasard button is and check the plug. All of the signals that flash are circuited together an if the hazard button is unplugged the turn signals and rear lights will not work.
