Could be broken ducting letting hot air escape or on the intake side drawing too much outside air in. could be the fan unit not pushing enough air

You can put a higher temp thermostat and that should help, but it should at least have 170 degree air right now if it was working right. There are two other things you might check for, the diverter door make some sound when you switch from heat to cool and back, I can't tell you for sure if it is a manual, vacumn or electric but that would definitely cause it to blow cold air. There is also a valve which cuts off circulation to the heater core when your not using it. This valve will be in line with the heater hoses going to your heater core. I have seen some that were actually part of the heater core box. I feel pretty sure one of these will be your problem. Also if your car is low on coolant it would not heat properly. SOURCE: blowing cold air
I had the same problem that I just fix by flushing the heater core out with a hose. take the two hoses off the fire wall and put the water to it and let flush. my heater is putting out 150 dg. F of hot air. I'm so excited! i will stay warm now.

LOOK FOR BLOWN WINDOW CIRCUIT BREAKER.YOU HAVE A SHORT IN WINDOW SWITCH OR BAD WINDOW ELECTRIC MOTOR.YOUR HEAT PROBLEM IS A STOPPED UP HEATER CORES.THE STOP LEAK STOP ITS HEAT.THE STOP LEAK HAS STOPPED OR PLUGGED YOUR HEATER CORE SO COOLANT CANT PASS THROUGH IT.YOU GOING HAVE TO FIX RADIATOR LEAK AND REPLACE HEATER CORE TO GET HEAT AGAIN.
