Under the cowl (it is a plastic piece that the windshield wipers come out of) are the wiper arms that connect to the wiper motor. There are plastic parts that hold the wiper arms to the wiper motor. Lots of time these plastic parts dry out and break and the wiper arm will fall off the wiper motor. I would bet if you tried to move one of the wipers by hand both of them would move with little resistance. This would tell me that the wiper arms are disconnected from the wiper motor. The parts to fix this are easy to get. I know the motormite HELP line of parts used to have the plastic bushings to fix this problem.

SOURCE: Blower won't shut off
You will need a Blower motor resistor and maybe a blower motor resistor connector end. If you look under the dash on the passenger side(may need to remove smooth black cover, vents will be sticking out) you will see a connector going straight up into the blower motor resistor(7 wires/slightly in front of blower motor). Pull out the connector and check for melted terminals/wires. If no melted terminals just replace blower motor resistor with part # 89019088 per GM to revert to part before 04 in order to stop blower motor resistor relay from hanging. suspect a shortcircuit in the stalk switch.
1has moisture or rain got into the switch? see if problem goes after a few days
2. use WD40 or contact cleaner into the part of the switch where the cables connect to the stalk you may have to open up the steering column or possible with thin straw nozzle supplied with the can.
3. switch is defective and needs to be replaced.
