Drum brakes. Could be the e brake cable rusted and holding the brakes to close to the drum. Or the brake parts has fallen apart inside the drum.

Depends on how good the mechanic is. Dealers have a book that sets the time the job usually takes and will only pay the mechanic that amount of time. If he gets it done faster good for him, he gets a bonus. If he takes too long then he only gets the book time.

look for access panels in rear hatch there will be one on each side remove those and there will be 10 ml nuts holding the light housings on remove those then you can access the lights

2005 Outlander has now new rear brake shoes and


Under the center console is a Y in the cable that leads under and around the top/rear side of the brake handle. At the top/rear of the handle is a locknut and threaded shaft to adjust tension.

Be sure to not have any drag on the brakes when you are done adjusting!

If you pull the hand brake on a little, and the pedal improves, the problem is in the rear brakes, possibly worn to max, if so, you will have to investigate.
