SOURCE: Hood release under the dash has no tension on it. Hood will not latch closed

The latch is stuck in the open position. I always found white lithium grease worked best on those latches but any good lubricant will work. Try moving the latch manually with a screwdriver. After applying the lubricant move the latch a few times. You should see the tension return to the release, if it doesn't you have a broken release cable.

Where is the fuse panel on a 1950 Ford Custom ?

Ho, what does it have, like 4 fuses? They sure didn't have use for many back in 1950. I think they might be up under the dash, maybe to the side, probably on the driver's side. Or also check on the firewall under the hood. You could find some vintage car sites with an active group of enthusiasts real easy, any of those people who own old cars could sure give you the facts and then some. How long have you owned this car? I remember that car style, a high-school friend owned a 1949 ford 2-door. That was in 1961 and '62.

Hood latch stuck freestar

check that the cable is still attached to the latch lever... if not use pliers to pull the cable... sometimes the latch gets stuck... have someone push down on the hood while you pull the latch.

Hood does not open

The latch could be stuck or the cable broke. You might try bumping the hood with someone pulling on the release.
Otherwise you may have to remove the grille to access the latch.
