Electronic Modules do not break as your asking
They are a circuit board & they usually fail from
improper testing or a wiring problem that creates
a high amperage or current draw
If there is a problem with the main PCM.ECM,ECU
all the same item,then possibly you have a starting issues
The failure rate is very low so you test every component,
in every system & every wire before you ever get to testing
The exception would be if the term ecu is used for a window,
seat,air conditioning or body function,then you test that one.
It may start with a failed ecu as you ask,but some features of it's
ability to compare & control thing could be lost.
Basically forget it & develop a diagnostic strategy for whatever
problems come up
