Question about 2002 Mercury Cougar
This is a Code for a Fuel pump problem OR a Fuel pump circuit problem. There is a part (Module) which communicates with the PCM and this Module sets the duty cycle for the Fuel pump. If there is a dirty connection or broken wire, the Module changes the duty cycle until the problem is corrected.
If your vehicle does not run, the Fuel pump rotor could be stuck. The Module could be bad and giving a false signal Code placing the blame on the external wires instead of the internal Module circuits. In short, you get the same Error message from this cluster of parts and connections and need to troubleshoot the individual parts as the source of the problem.
Some of this may not be easy to reach; the gas tank may need to be dropped to properly access the connections and for sure to remove the pump.
