Battery issues I Recently noticed that my windows would go down slow, and then shut off like it blew a fuse and wouldn't work but if i kept messing with them they would go up about an Inch.. then shut off again... Also.. I have a Relay clicking in my Glove box. that when i press the breaks it BUZZES really loud and sometimes lasts a long time but then dont.. I've had the Battery tested.. they said it has low CC Amps but was fine on voltage.. they charged it up.. i took it home put it in.. jeep started fine.. then shut it off.. 2 mins later tried to start it again.. and the batttery is dead.. Are these tests worth it or what?

There are several different things that could be going on. First, check your battery cables. If they are loose or corroded pretty bad it can cause an amperage issue. Bad connections can cause all types of problems. Try this first and if that doesn't work, check your ignition switch (lock cylinder, tumbler) bad wire or faulty part can cause amp jumps as well which is can blow fuses also.

2005 accent tail lights wont shut off

Pull that fuse or pull tail lamp relay, that should kill the lamps till you figure out the problem? You also have left an right tail lamp fuses, underhood fuse box. I don't know if tail lamp relay is faulty? Another concern, see the bottom wire on left of tail lamp relay, that is a ground controlled by the headlamp/multifunction switch, there could be a problem with that wire circuit or the multifunction switch. At the moment, I'm hoping just faulty relay.

Dashboard lights and gauges go out, windows won't work

Your alternator is out. Those are classic symptoms of alternating going out. The alternator recharges your electrical system and when it goes out a list of strange things go on inside the dash, and you won't be able to go very far on just a battery. I'm glad you at least made it home. But yes you will need a new alternator for sure. Please rate this response so I can get my ratings back up to 90% at least.

Many cars have the cooling fan on a thermostat or time delay, to allow it to run for a short period of time after the engine turns off, to cool the engine off. You may have just never noticed it before. So I wouldn't worry about that.
Your real problem is the blowing fuses, apparently you have a short somewhere in your wiring. Putting in bigger and bigger fuses is a great way to set fire to your wiring harness. It's possible that the wire is pinched or chafed somewhere, and perhaps when you hit a bump just right, it touches and shorts.
You may have to take this to the Chevy dealer or a GOOD independent shop to have them chase it down. Unless someone out there knows exactly what this is, it could be a tough one to find.
