Check the switch behind the break petal if it is either needs adjustment or is in need of replacement best way to check is unplug the switch and see if break lights go off or just lift up on the petal.

Check for power at the switch wire when someone turns the key to start. I would say there is a break in the circuit of the thin wire between the starter & the ignition switch

Brake lights stay on when engine is off. Pulled fuse out and replaced. Lights still stay on

I would say your break switch is stuck. It is a round chrome cylinder above your break pedal. The break stem hits it when you push down the break. Try to loosen the button. It is stuck.

The reverse lights and heater stay on after the car is off.

It isn't a fuse. A fuse will break the circuit if it is drawing too much power. What you have is circuits that are connected by the ignition switch, that should be disconnected when the key is off. This means that the ignition switch is not operating correctly, and either needs adjustment or replacement.
