Hmmm. if your sure that it is getting fuel than the starter itslef might be going out...
Had same problem with a freinds Chevy G20 Van. You could hear the pump running and cutting off when it go to pressure. Yet was not getting fuel to the throttle body. I took the tank off the van and pulled the pump from the top of the tank. Iturn out the pump consisted of two plastic mechanical parts which were connected in the center by a rubber hose with plastic clamps as keepers. The hose between the two connections was totaly deteriorated. The rubber actually turn to a grease like substance. I replaced the hose and reinstall the pump and the van started on the first try. Ive never seen this before and I dont know if the original hose found in the tank was actually the factory original. I do know once re[placed itstarted right up where it wouldnt before.

I had the same problem and found that the temp sensor on intake was bad causing ecm to call for more fuel, change unit and it started up and ran great. The part number wt3000 coolant temperature sensor
