Traction Control System Indicator
TRAC OFF The instrument panel cluster (IPC) illuminates the TRAC OFF indicator when the following occurs:

The electronic brake control module (EBCM) inhibits the traction control system due to a malfunction in the traction control system. The IPC receives a serial data message from the EBCM requesting illumination.

The body control module (BCM) detects that the traction control switch has been pressed (signal circuit is low). The BCM sends a serial data message to the EBCM in order to disable traction control. The IPC receives a serial data message from the BCM requesting illumination. The BCM sends a serial data message to the radio in order to activate an audible warning.
you need to have the ( EBCM ) electronic brake control module checked fro codes !

Depends on whats wrong with it.
Could be a fuse or a relay, low on freon, a faulty ac clutch, or a long list of other things.
Someone would need to check the freon and then troubleshoot the electrical system with a test light or a meter.

Where is damage most likely cracked a plate in the battery also if airbag sensors were trigger codes have to be cleared before the computer will let it run again also check the wire on the starter since its located under the car can commonly be damage when driven into a ditch

Has it done this since new? The computer has a built in Rev limiter, its job is to prevent damaging the engine from high RPMs.
