go to the horn under your hood, check it for any thing wrong, then follow the power wire and follow it back to your steering wheal. this is where your problem is you just have to find out where the short is. and fix it.

7mm socket and ratchet
screw driver or panel removal tool (for push rivets)

sounds like your switch is stuck on push the horn a couple times to see if it will stop if it doesnt you need to replace the switch which is in the steering wheel or you can take the fuse out or just unhook the horn

It seems that this is a common problem. You need to clear the codes with a scan tool and see if that restores the low beam. If you do not have a scan tool then disconnect the negative cable at the battery for seven minutes and then reconnect. That should clear the codes and then your low beams should work again.
