Question about 1996 Buick Roadmaster
The easiest solution would be a repair shop
If you have vehicle repair experience then test
the motor by it's self or find the blower resistor,
it probably failed, if you got nothing in any position
You can check every fuse in the car, but if one failed,
replacing it won't fix a thing,just blow again.
