If you havent fixed it yet then .
Then either your distributor cap is cracked/points set to 012" /lead no good/plug no good/tappet totight set tappets to 012" [No 4] cylinder/burnt out exhaust valve/ worn or broken piston rings [No 4 ]or a leaking inlet manifold gasket.,,or sometimes burnt or blown head gasket

Distributor not firing

We need to know what you mean by "proper power". There is a wire from the distributor to the coil which carries 12 volts and another from the coil to the distributor that carries upwards of 16 000 volts. The first is a thin one which allows the points to fire the coil, the other is the thicker high tension wire that comes from the coil to be distributed to the plugs.
If you have fire on the high tension wire but no fire on any of the plug wires, you have either a bad rotor or a cracked distributor cap or even the little carbon thingamajig inside the distributor cap might be broken or missing.
If your truck has a points ignition, you might have a bad condenser (capacitor) or the points are not set to the right specification (about 16 to 18 thou)
Check that the points are not burnt, which will also indicate a bad condenser.
You might reason that there is noting wrong with the points or condenser, but you can still get a nice spark which looks good, but is not sufficient to do the job.
The distributor cap might have a crack that you can't see with the eye, but a small crack will give you endless headaches.
Replacing the whole distributor is a very very very last fix.

I can't find a rental place to rent Kent Moore

I'd be willing to bet that a standard ball joint remover/installer would work on this application. Looks like a big "c" clamp with adapters to fit into place. A large screw aids in the install.

Changed plugs on a 1999 f-150 engine now I have a engine miss

check you dont have a broken lead removing them one at a time with engine running will show you which cyl is not firing check plug wasnt cracked when being fitted change lead double check firing order if the engine didnt miss before the plugs were changed then this course of action should fix the miss its easy to cracl spark plugs when fitting if the plug socket does not have rubber insert carbon leads only need to be pulled to hard or bent to far to damage the carbon fibers that run through them check that you dont have two leads crossed this is a common mistake with v8sand is easy to do

INSTRUMENT CLUSTER IS READING NO BUS AND NONE OF THE GAUGES ARE WORKING

The red electrial connector on the main circuit board (of instrument cluster panel) has one and/or several soldered pins that have broken away or become loose at the soldered area. The soldered connections may look o.k., however, under a magnifying glass you can see a circular crack all around the protruding soldered pin. Fire up the soldering iron- use a fine point, add a tad of new rosin core solder and fix the crack. There may be trouble codes associated with this condition: P1695 and/or P1698; when you go to pull the Instument cluster out of the dash, jiggle to wire connector at the back of the IC with key 'on', and look at the odometer; if it flashes on/off, this is most likely the problem
