I will only guess here
I had a 1986 Cadillac
The TPS Sensor was adjustable when you loosen
to two holding screws
You use a volt meter & back probe it, if you replaced or
The idle was controlled by a solenoid under the throttle
body I had to pay about $106.00 with a discount at a dealer
at the time & that was expensive to me then.
Air Idle Solenoid
If you had an old OBD1 scan tool i don't know if
you could control the idle & actuate it or just have
to replace it
May need cleaning but it has to be very old & doubt
the solenoid works well
