Changed the bulb with new one which works, but still no light .
Check the fusebox. It may be under the dashboard and/or under the hood, depending on the make & model of the vehicle. If your vehicle has glass tube fuses, you 'll notice one that's blackened in the centre or missing a piece of the wire. If it's the coloured plastic plug type, you are looking for one that's blackened in the centre or missing a piece of the metal in the centre. Either way:
1) it will look different from the rest so check carefully.
2) replace the fuse with one that has the same amperage as the burnt one.a) Tube type: amperage number will be stamped on the shiny metal end.
b) Coloured plastic plug type: Besides using the colour codes, there is normally a number stamped on the side. If you can't read it, pull another fuse that has a similar colour and read the amperage.

Check fuse 23, 27 and 33 inside the vehicle. Chances are you blew a fuse when the dome lamp shorted. The modules should be okay.

all cavliers have this problem it is because gm rushed them out the door with out a check i had a 92,94 and a 97 model all with that issue

sounds like you put the wrong bulb in, that will make it blink fast. re check

It's the ground wiring in the module. I wired ground from one side of module to the other and now it works.
Identify the blown bulb. Note that if a headlight bulb has blown, the dip beam is on the outside and the high beam is on the inside. Turn off the ignition switch and light switches.
Open the hood and replace any blown headlight bulbs. Press the plastic spring clips and remove the bulb holder from the assembly. Pull the bulb out of the bulb holder and replace it with a new bulb. It only fits one way. Be sure not to touch the bulb's glass. Replace any parking lights at the same time, they are in the headlamp unit too.
