The key components of the starter system are the starter, the neutral safety switch, the key switch, and of course the battery.
It could be any of these components including a weak connection.
You would need to check for voltage at the starter when it fails to crank.

Have to turn the starter many times to get car to turn over and start

Probably the solenoid on the starter. Is that what is clicking? Listen for it, if clicking at the starter, probably a bad starter solenoid. Some cars, not all, have a starter relay in the starting circuit. If clicking at a relay block and not from starter, check for a start relay.

the solenoids job is the engage the teeth the fly wheel (ring gear)

Sometimes the starter will turn over and sometimes it will not.

Check the starter for loose wires. If that's not the problem, the bendix on the starter is the most likely culprit. Unless you are comfortable rebuilding the starter, you'll need to replace it

yes, it could have a dead spot on the commutator. Try hitting the starter with a hammer. If this works to get it turning, replace the starter. If you need instructions or have more questions, please let me know.

Intermittent starter problem, sometimes turns, sometimes not. changed battery, tested bad, starter worked twice, stopped turning. changed starter, still wont turn.

Many European cars have relays that trigger the starter, maybe yours is bad? New battery and new starter? Need to check battery connections to vehicle especially ground wire to engine block. Starter face and flywheel housing have to be clean for good ground connection.
When it won't start do you try key numerous times? Sometimes (rarely) bad keyswitch.
