DTC P1384 is VVT (Variable Valve Timing) Solenoid A malfunction
also Glow Plug Circuit malfunction.
I used to test heaters across a battery like you may have done from the above, but that only proves they glow, it does not prove the system functions correctly. A good way is to check the resistance of each plug first, which should be around 0.1 Ohm each, this ensures with the correct voltage supply they will each draw 120A. High resistance will impear their function some what. Starting may not be impeared like the old days?
Measure the current draw through the circuit when all components are installed and connected, compare against recommended data. Based on above one knows that initially 480A should be drawn through the circuit. The second part to your question, are they heating all the time?
Modern heater systems have an after glow period which is quite normal, so they are not just used to start an engine in very cold conditions anymore with modern vehicles.
When we had problems with Vauxhall systems we used to change all plugs and relay at same time. Other owners comment about have the solution to the problem, next to a glow plug control unit was also defective. Strangely, although more moderately ohms measured, but little compared to the others. Be that as he was running normally again.
