Sorry for the delay. I am personally going back to answer your unanswered question.
I do not know if you still need the answer, but I am going to answer it in case you still do.

Click on the following direct Link. It has the Serpentine Belt Diagrams that you will need for your specific engine size and options (AC/No AC...etc).

To answer your direct question: Yes you have to remove the Engine Mount. Scroll Down and see Diagram #G00286624 on the Link.

Do I have to remove pass side motor mount to change serpetine belt on 1999 lesabre

Not sure, but I had a 1997 Malibu and I had to loosen the top motor mount and jack up the engine to get enough room to get the belt under it. (What a crappy design). Sounds like the LeSabre is the same way.

Engine temp is fine - thermostat OK - no heat

The blend motor to go from cold to hot is located on the blower motor housing. They are usually mounted close to the blower motor.

Trying to reach my back plugs on a 2001 buick lesabre

The technical term for those "dog bones" are lateral torque struts. The motor mounts hold and support the power train vertically.
Hope this helps, let me know.

Fan Belt replacement

Sort of, look at the belt closely before you remove it to make sure the belt is not looped through the motor mount. On some makes there is a motor mount that is attached to the sidewall of the vehicle and this mount must be removed to remove and reinstall the belt, otherwise, yes it is that simple. Make sure you know how the belt goes back on. There should be a diagram under the hood for the belt routing. Or you can grab a sheet of paper and draw it yourself. If you do attempt to change it and the motor mount must be removed, you have to support the engine weight with a jack before removing the mount. Be careful and please let me know if this was helpful.
