I will first check there really is no power at the lighter with a meter. If none, I will find out what fuse the lighter goes through and check that (that is the most likely point of failure). I the fuse is intact and there is 12V there, I will access the back of the lighter to check the wiring.
do not change the batery. If the car still runs fine the problem is a blown fuse. Find the fuse panel, On the back side of the fuse panel cover is the fuse location chart. Look for the cig lighter fuse it is probably 20 amp
The body fuse is probably open(blown) The fuse paels are under the hood drivers side another fuse panel is under the rear seat (deivers side) both panels on the inside cver identfy what fuse is for some chargers may blow this body fuse you may have to get a adapter to plug into the lighter then plug phone charger into adapter
Try checking the fuse inside the charger. Ths may be blown. Have you tried another charger in its place ex. cell phone or radar detector? If works for the cig lighter should charge.
The fuse in question is the "ACC" fuse and it is the 15A fuse that is third or fourth from the end of the fuse box that faces the side of the car (and it is under the dash behind the hood release). I've just had to replace mine several times in a row; you might want to check for a short.
check your fuse if thats good take a test light or voltmeter and see if you have any power to the socket. If you don't have power you will need to remove your radio and see if the wires are connected to the socket.
Did you replace the outer shell that holds the lighter?
