If there is rust, the bolts are loose and the hinge is working (moving) causing bare metal exposure to rusting. Tighten the bolts, iit will be ok.

Never use a torch around the gas tank!!! Also the gas tank is safer full than almost empty, the fumes act like a bomb if ignited. I would not attempt to remove the bolts yourself. I really recommend you have a shop do this job, have them remove the bolts by whatever means is safest and then replace them so you can complete the job at home if you desire. One last question, is a serious injury or death worth saving money over, I think not.
