There is a switch which is part of the latch mechanism that has stuck.
Because it is the right side step that has stuck it will be a right side switch issue.
Get some spray designed to free up rusted parts and spray it around inside the latch.
Open and close the door several times to work in the spray into the switch.
Spray some more and let it soak for a while.
After it frees up spray some light oil in the same area.
If it fails to loosen, the inner door panel will need to be removed to repair or replace the latch.
