Well, four digit codes are brand specific. Code 1131 for a Hyundai involves the fuel injectors and the mixture. The computer can not adjust the fuel mixture by normal means.
The problem could be one of the injectors, or the fuel pressure, or something else.
If the fuel system has low or zero fuel pressure the pump could have failed.

check pressure on fuel rail using propper fuel pressure gauge if its not to manufacturers specifications replace fuel pump if it is to manufacurers spec then replace fuel pressure regulator on the fuel rail thanks good luck with projects

first check if the pump is activating by opening the fuel tank and listening remember some one has to be turning the ignition switch if you here the pump the you have a fuel injector pulse problem if you don't here the pump then check your fuses and the relays if thats ok then check if you have power on the red wire in the fuel tank if thats ok then you need a fuel pump

My hyundai excel sprint 97 will rotate but won't start?

if spark is good and engine is good test fuel works, does it?
why gue$$ are that rich>??????

here watch scotty, its not perfect he assumes engine is good.
in fact timing belts slip every day, and no engine stated, so........

cranks but will NOT start.
what was changed only makes it harder , as new parts can be bad.
guessing is real bad.
guessing can very easily compound (and confound) any problem.

Check Engine lights are the worst. The OBD2 code P1131 suggests a problem with the fuel air mixtures. Often though, the check engine alerts result from failing or faulty sensors rather than from what the sensor is suggesting. It is advisable to check the sensor first.

Has gas to fuel rail,fire to spark plugs.Will not start...timing belt not broken. code reader showing an P 1131 code.

Code 1128 on a Hyundai is a lean mixture fault

"lean" means the engine is not getting enough fuel. Or the sensor is indicating a lean mixture.
Causes include...
oxygen sensor or wiring bad- located in the exhaust pipe
plugged fuel filter- located in the fuel line, specific location varies by car
MAF sensor or wiring bad (Mass Air Flow).- located in the air intake
low fuel pressure due to failing fuel pump or failing pressure regulator.
leaks in the intake manifold
leaking or disconnected vacuum lines

Engine shuts down

This is probably a bad fuel pump. Maybe the fuel pump is going bad gradually, wherein it will work now and fail after. Consider replacing your fuel pump.

It sounds like the fuel pump is getting a bit weak, and when you remove the filler cap, this relieves pressure within the fuel tank. A good local mechanic should be able to quickly test the fuel pressure generated by the fuel pump. Many auto parts stores sell a fuel pump pressure tester. But working with fuel lines and raw fuel isn't a good idea unless you know what you are doing. It could be the fuel pressure regulator valve, but this is less likely.

Possibly your engine could have a serious vacuum leak somewhere on its intake side of the engine, but you would have other symptoms aside from the specific symptom of having difficulty starting the car after filling the car up with gas.

It occurs to me that the following test might indicate a failing fuel pump:

After driving for a while (at least 10 minutes), turn off the car, then take the gas cap off to relieve tank pressure, put the cap back on, and then see if you have difficulty starting the car. If you do, then a failing fuel pump is the problem. Well, at least if this test confirms the problem, its better than suddenly being stranded when the fuel pump does completely give up the ghost! :-)
