There *may* be a recall on your car for this problem. Check with your dealer (provide the year, make, model and VIN if calling over the phone).
Here's a video to change it yourself.:

no FSM? no account?
and all fuses checked first , right? all tested, not glanced only.
both dead on all 4 corners, that is no lights glow , non stuck on. right?
dead turnsignals, blinkers and emerg.
The signals are controlled by the BCM and the noise is basically just a courtesy to let you know the signals are on.
so do you get that sound? yes or no (its just the BCM telling you ,
i got the blink command)
if no sound, (call it a tell tale) then the BCM didnt get the command
scan it.

so I will look (programming what do you mean by that????)
you have a factory programmer?CONSULT-II ??????
i dont have the schematic for this year.
many cars starting in 2006 switched to can-bus (this car)
and lots of computers, mine has 11.
and works like this.
the combo switch closes. (just a binary digital signal 0 or 1) TO THE
BCM. (very rare failure here,as no large current flows, like old cars)
the BCM sees THAT, and sends a command to the multifunction module via the CAN-BUS. this unit closes relays and does the blinking
all in software. (in the IPDM) the IPDM has RECALLS !!!

134 TSBs, wow.
always read the TSB first. ,
yes, complex. but that is now new cars work.
facts your car does have a BCM.
car has throttle by wire too, and that can sux.

so my points?
not checking all fuses.
not scanning this modern fancy car with a real scan tool means
you missed all those factory DTC codes
like lost the code from BCM to other master device?
it the can-bus fails, it will report it and other errors.
even stuck, blinker relay or?
i use a innova scan tool model 3160 to SEE all FACTORY CODES
this is first after fuses tested. (tested not glanced)
i found the 07 IPDM on google

headlights inoperative.
Radiator fan inoperative
Fog lamps inoperative
Wiper inoperative
no mention of TURNS.
NTB03-094??? cant find it but is blink related (rumors)

my guess.?
bad fuse.
the stalk switch is good, take 2 switches to fail, unlikely
bad programming in BCM.
scan it and look for CAN-buss errors.
or it will be impossible to diagnose.
unplug car neg battery lug, wait 5min, and put back.
this might make the BCM and friends, wake up.

Jeep 2007 no turnsignals work but fashers work

turns dead on 4 corners???????????????
HAZ flasher, works.
check fuses first. many cars run 2 fuse here, 1 for each.
also has the schematic , look there if fuse is good.
there are 2 fuse boxes, look in both,(allcars) look both.
on about 1996, all cars, then started to move fuse forward due
to insane increases of in car electrics. (space limits)

I got an 88 ford thunderbird for my first car just recently, but the turnsignals dont work, the fourways work and they click as well, but the turnsignals do nothing, not even click. The fuel gauge, the...

The owners manul has a layout of the fuses, Ford is bad about not labeling their fuse boxes. check all the fuses, get a test light and learn to use it. with a test light, you can check every fuse in minutes without taking them out., and also that they are getting power in the first place. See if you can find the "turn signal flasher" since the 4 way flashers work, you know all the wiring and bulbs are good, thats a good thing you checked. the flasher may be at the fuse box, or put the 4 ways on and fing the clicking flasher, it should look just like the 4 way flasher. you can even swap them and see if the turn signals start working.

You will have to check there is an output voltage from the switch ( suspect plug connector) . If you say the fuses are ok then you will have to try either a relay or fuse box connector . Good luck

Probably the flasher unit, it is under the top column cover (behind the steering wheel) and plugs into the multi-function switch. There are two phillips screws that hold the covers together, accessible from the bottom cover.

Buy one from the dealer only, as the aftermarket ones are junk and most don't work.
