SOURCE: my turn sinals don't work.
according to autozone.com, your flasher is on driver side, under dash, driver side of steering column, mounted in relay bracket. The hazard flasher is there also. If your hazards work, turn them on to help you locate both flashers, then replace the one that isn't clicking!

you may have a second flasher unit , one for the emergency flashers and one foe the turn signals, some Caravans do . if yours doesn't happen to be one of them, you have a short in the switch itself, and will need to remove the steering wheel to replace it,, be careful, and follow the instructions for air bag safety when working with anything near the air bag,, remove the neg battery terminal first ,, then the positive,, and wait 10 minutes before doing anything else, this gives the system to discharge . when your done, hook up the battery in the reverse order
