This was one of Ford's small "edit" problems with the owners manual.
The 1998 still has the Engine mini fuse panel as the 1997, but the 1998 owners manual does not list this.
Download the 1997 owners manual from Ford :
Page 142 ( think that is it ) has the mini fuse panel, you are looking for the fuse #2, 20 A which is the fuse for the trailer tow Stop / turn lamps.

check wiring harness behind light assembly for a loose or broken ground wire. this would not affect the third or "cargo" brake light

The rear tail light switch in the circuit. Remove the switch from its connect and bypass the the terminals on the connector with jumper wires and see what happens. If when you by pass the switch the tail and brake lights work you found the culprit.
