OD is gear, do you mean the TCC is failing
i HAVE THE REAL OEM FULL SHOP MANUAL HERE TO HELP
ALL ANSWERS BY ME ARE USA SPEC JEEPS.
i HAVE 2010 and owned cherokee's back top 1988.
1999 is the best year ever made !
the speedo clue is best. means VSS is dead.
that is the road speed sensor. if dead speed and odom go dead
yes no OBD2 scan ports in 1994. USA
TCM runs the gear box and can not work right if any speed sensor fails
this year had 2 transmissions and 2 transfer cases uses.
4 permutations there and 1more no 4wd at all for 5 cars made.
AW4 , AUTOMATIC BOX 4SPEED BOX./
46RH BOX. OR WITH NP242 /249 TRANSFER CASE
THE VSS ON THE END OF ONE OF THOSE BOXES
THE PAGE FOR AW4 IS HERE. BOTH 2WD /4WD
CLEAR AS DAY WHERE.
4WD LEFT , 2WD RIGHT.
REPLACE ITO OR EVEN FIND WIRES BAD FROM ROAD HAZARD HITS.

1999 Jeep Cherokee. The transmission will not shift past second gear. It is stuck in Limp Mode?

Yes, that is the whole idea of Limp Mode. It limits you to first and second gear so you can limp slowly to the nearest garage without causing catastrophic damage to the engine. What you need to do is connect a good quality DTC code reader scan tool and see the real reason that Limp Mode has been engaged.

Where's the governor censor on my jeep grand Cherokee

In the transmission. Not hard to replace , but is very messy. Remove the transmission pan. The governor is on the passenger side. Three bolts to remove to replace the sensor.

Where is the tcm located on a 1993 jeep grand Cherokee Laredo?

why ask this with not one of the 100 A/T issues with it?
TCC lockup failing? or will not shift to 2nd?
ZJ JEEP,
great question but no drive line options stated.
what country? yes they export jeeps.
what transmission , some have 3 choices got an A/T but which one?
AW4, 42RE or the 46RH (5.2l engine uses latter) that too , no engine stated. The RH has no TCM its got a governor. "hydromatic:"
all have a TCC but that is controlled by the PCM mostly

2wd or 4wd?

next time post the driveline in car.
and the symptom.
after all there can be 2 black boxes doing the shifting.
dig?

42re>>aw4 swap

Far s I know it fits...make sure you have the correct torque converter for the unit you want to install. Only thing I'm not positive of is if the transfer case fits but pretty sure it does.Upi may need to change some linkage too. I have a AW4 in my 93 and I know there isn't a different engine configuration.

1998 jeep cherokee,has a sluggish pick up.

Jeeps have electric solenoids inside the transmission, (shift solenoids) I would have the jeep tested at the advance auto or autozone for codes if the check engine light is on; (its free) and go from there. sounds like the jeep may be in limp mode which chrysler created to protect the transmission. limp mode will not allow the jeep to shift all the way up to overdrive or shift all the way down to 1st shifting position. feels like it has to get going over25 to move well . AAMCO transmissions will diagnose your jeep for free in most states.

I have a 1997 Jeep Cherokee, stuck in 2nd...

all answers USA on USA cars, only. (exports are diffr)
so if you didnt scan it when it fails, how would you ever find the truth? (if no errors. then it can be pure mechanical failure)
the car has TCM a tranny brain.
its covered in the SM, read that chapter yet.
on newer cars if the Tranny overheats or engine both can go to LIMPHOME< but your car is not even close to new, is it?
Jeep calls that LIMP-in.
my guess (sux) is its the 4.0L engine with matching AW4 box
Aisin-Warner
it wise to know whats there first. before trying to understand it
a FACT !
so did you google search AW4 boxes. , i bet not.
but they are unique. as all different boxes are.

is the CEL lamp glowing running, Check engine lamp
PDC fuse 16 ok (4L,aw4) TCM power, must be good at all times.

is the throttle valve cable to transmission stuck out?
if it does, the TCM and trans will either go nuts, or shift way late.

http://etereman.com/blog/fiat-transmission/the-popular-aw4-automatic-transmission-and-common-problems-associated-with-it

the TCM shifts using solenoids, we check that the signals to said solenoid actually do go to the correct voltage levels
in to 3rd. (you said stuck in 2nd)
if that is ok, then the TCM did it job and the problem is INSIDE the box. end story, we use remote test meters to monitor wires driving.

Transmission skips 3rd gear then gears down into proper gear

no transmission stated, of the 5 possible that year.
find another shop, find ASE rated shop
no DTC, no joy here, why post with the key fact missing?
vague, sure, P0700, is the common vague (means see DTCs from TCM )
that code means your lame shop has a TOY grade scanner
that can't scan all jeep codes, see all TCM errors.
the shop manual lists them all.
its free to read.

x2 grounds.
x2 service it , full flush.
x2, scan it right this time,,,

BTW
some TCM skip gears in LIMP-IN mode.
in failure mode, you need to fully scan the
TCM. it could be valve body, or, TCM doing it on purpose because VSS is funky or other inputs to the TCM are wrong.
if you dont learn all TCM errors, you will never know ,will you?

worst yet, no transmission stated

The TCU is located under the glovebox and I think there is an inline fuse next to it.
