1990 Honda Accord (this is an EX body with a DX engine/AT, the ECU has been changed to DX also) when I attempt to accelerate it sounds like it floods out and chokes, the only way to gain speed is to feather the pedal. When climbing hills I have to manually shift gears (yes, it's an automatic). New problem today, I tried the cruise control and it caused the car to accelerate but wouldn't back off when I hit the brakes and/or turned it off. I had to shift to neutral and shut off the engine. Now when I drive my foot has to be under the pedal to control the flow of gas. Replaced the accelerator cable and cleaned the throttle spring and carb. Noticed the cruise linkage was tight so adjusted that. All this to no avail as the car still sped up and I still have to drive with my foot UNDER the pedal to control speed. Any advise?

You say you swapped out ecu? shouldnt make much difference only slightly more hp in the ex version does the check engine light stay on could be throttle position sensor ,speed sensor ,sounds very dangerous

Check your timing belt, when I changed mine the pick up increased drastically and the mileage was increased. Remember though that any honda will do better if you do a more gradual increase in acceleration.

A whole list of things!!!!!! Start by checking the Vane Airflow Meter/Mass Airflow Sensor, then the Throttle Position Sensor. You need to find someone who is familiar with the Honda Diagnostic process to access your ECU and retrieve the codes for a more definitive diagnosis. It will save you a lot of headache, and money in the long run.

Disconnect idle control solenoid valve electrical connector.
Disconnect upper hose to solenoid valve from manifold and apply vacuum to hose. Valve should hold vacuum.
Continue applying vacuum to hose and briefly energize valve by
connecting battery positive terminal to the black/yellow wire terminal
and negative battery terminal to the green/black wire terminal. Valve
should not hold vacuum when energized.
If idle control solenoid valve fails to perform as outlined, valve is defective.
A green flashing "S" is similar to a check engine light. It is telling you that something in or on your transmission is not functioning correctly, such as the speed sensor or shift control solenoids. If it starts flashing and the speedometer stops working or the transmission shifts weird, take it to a mechanic.
