Did you check to see if the bulb is burned out?

disconnect head lights, and replace fuse. Then turn the light back on to see if it blow a fuse again. if not, plug on light in at a time. You might have a bad headlight???? then unplug that one if nothing happens. Then plug the other one in. It could also be a bad taillight bulb. I have had bad tail light bulbs. Do all of them, one at a time.

I have the same problem. Maybe it the switch unit on the steering wheel?

It sounds like your ground for the license plate lights is bad. trace one of the wires back to grounding point and see if it is rusty or broken. Windstars are bad for this. Also remember that just because a ground may look good it might not be. If the point doesn't make a good ground to the chassis it could look grounded and possibly be grounded but not enough to carry the load of the light You'll need a meter to see for sure. if you put a meter from ground wire to a good ground (the frame and dig in a bit if possible )with the headlights on you may see the lights come on. This will tell you quickly if it is a bad ground.
Hope this helps!
