On a Buick Century what does it mean when the security light comes on while driving 2000 century?

Electrical short? Check the battery and starter.

Does the key have a chip on it?

It meands the system has a problem and needs diagnosis.

You probably are about to have an issue with your VATSS system and need to look into having your ignition switch changed.

If it is an aftermarket system you should be able to disconnect it.
You may have to look for extra wires attached to the fuse box to find the source of power.
Factory systems usually have the word security in the cluster.

if its a radio shack radio, it means E13 means "Tape Communication Error". It is caused by the
microprocessor reading speed pulses from the tape deck either too fast, most other makes mean about the same thing, normally a stuck tape will cause this code to show up, either that or the drive gear that loads and unloads the tape is broken, cracked, or jammed

Get it scanned at Autozone for free, then come back and ask again :)
