Shims can be where the starter case meets the bell housing. There are not many models using shims anymore, they were used a lot in GM vehicles, not so much in Ford products.
The gear on the starter drive needs to mesh with the flywheel teeth. Sometimes a starter would rock loose in its mount and wear the starter case or the bell housing. When you try to align the 2 parts, it would throw off the mesh of the gears and teeth. The shims are usually patterned after the shape of the facing of the parts. You may need to go to the Dealer for these shims.

93 chevy K1500 4x4 In the process of changing the right axle seal & bearings, I found a mangled "washer" that is located in front of the output shaft & pilot bearing. Chilton just calls it a "shim"...

if the parts department do not have a photo or listing for the part it may be a seal from the bearing that was being replaced
they look like shims and many are metal in manufacture
they seal the grease in a bearing but if the bearing is failing , they will be knocked out of position and then flap around loose

Where is the starter located? and does this model have starter shims?

Should be on the radiator side of the engine where the transmission connects. Shims are used on some models as needed.

Starter for 1998 silverado

what size motor? 4.3? V8? The starter 4.3 is located on the passengers side on the bottom side of the motor. First disconnect the battery. , Look at the new starter and locate old one. Undo the nuts on the old starter. There should be 2-3 small wires all together on one terminal. Take them off. Take the larger nut off and take power cable off. Unbolt the 2 bolts holding the starter onto the block, pull old starter out. At this point have a look to make sure that the old starter doesn't have shims inbetween the starter and block. Some starters need a shim so that it lines up to the fly wheel. You may or may not need to replace these. My rule of thumb is that if they are there , use them again. Rebolt starter the opposite of removal. When you start the engine up, if you hear a loud grinding, or a winding noise and motor doesn't turn over, then you may have to put shims in. Good luck let me know how you make out. Cheers from Nova Scotia!!
