From this chart - I think you may be misreading the number - 3970010 is possibly the actual number: Which makes the engine pretty old 68-72 350 V8 - 4 bolt main. I included past this number so that you can see that the number you posted doesn't actually exist. And thus my conclusion that the 9 is most likely a 0. You'll probably need to buy a shop manual from Ebay. You can get them on CD now with wiring diagrams.

What are you trying to do? need more info please.

If it cranks with a jumper battery, its probably not the starter.
You need to know if the battery in the car has a full 12 volt charge, and if the small wire from the battery is powering the fuse box and key switch. Then you need to know if the power is getting from the key switch thru the neutral safety switch and to the starter.
When you say the car is dead, do you not have headlights when the engine is not running ?

You will need to replace the headlight switch most likely.

Try obsolete chevy parts,on line.You can order parts,I believe they will have the diagram also.Brace on bell housing,bushing,axle,bushing,brace on frame.
