Have you checked for fault codes? Has the fuel pressure been checked? Does it start if you spray starting fluid into the air intake of the engine?

its a security feature from factory. Gotta take it to a pontiac dealer and get the reset code.

Sounds like a faulty fuel pressure regulator, or possibly the MAF sensor.

My 2004 would cut off at idle, but start again after a min or so. But time it ran and cut off after a mile. Now it won't start at all. Won't turn over. It will move somewhat when I turned it by

No.
The crank sensor tells the computer when number one cylinder is at top dead center to find the timing for the spark plugs.
If the engine will not crank with the starter, the starter, key switch, battery or cables could be faulty.
Some of these items could also cause it not to start.
If the engine is stuck you won't be able to turn it at all.

My 2004 Cadillac cts ran low on oil to a small leak on the freeway, the car shut off as soon as the low oil light came on. I am sitting in a rest stop 250 miles from home. I walked a few miles in the rain...

You should be able to start, what is the fluid level bring it to the recommended level crank it allow the lifter to solidify and compression will build up

You need a new starter solenoid. It is essentially a heavy duty remote switch that is activated by your ignition key switch. The solenoids get stuck or don't conduct well after 6 to10 years.
