1999 Dodge Intrepid - When locking the door using the key-fob, the horn started blowing and would not stop. I removed the appropriate fuse in the engine compartment and it stopped. I replaced the fuse and the horn did not sound and all other electrical items seemed to be working properly. I then attempted to blow the horn from the sterring wheel and it again sounded constantly. Once again, I removed the fuse, the horn stopped and everything else seems OK. Would this be a horn problem (it has dual horns, right?), an electrical relay, or something else? Thanks.
Very possibly the horn relay. This is located in the left junction block ( fuse panel) on the left side of dash. Open driver door and you will see a panel cover on the end of dash. On the cover it should list the position of the relay which I believe is on the right of fuse panel. If you try the horn and it sticks on again, try tapping the relay, if stops then that is the problem.

Great instruction. I currently have the horns disconnected. I found the horn relay right where you said it would be. I called my dealer and they did not have a horn relay in stock so I ordered one. At the cost of about $16, I'll replace the relay and then reconnect. Thanks for the help.
Need another option. I replaced the horn relay with a new MOPAR part and no change to the condition: once the horn starts to sound it will not stop.
