Instrument cluster gauge problem not fuse or relay . GM had bad stepper motor's inside the cluster that drives the gauges . 2003 to 2006 . You have to have it sent out to be fixed , unless you know how to solder electronic componets. How to repair GM Instrument Cluster Speedometer Gauge Stepper
I also have a 2003 Saturn ion and currently I am waiting for the wiper transmission assembly its shipping to my house it takes maybe 1.5 hrs to replace my driver side wiper started flopping all around and then stopped come to find out the transmission was broke because it is plastic 70 bucks on Ebay!

Take it to a dealer, pay them $141, wait 1.5 hours and take it home with the dash lights fixed. Or put up with it until your wiper motor fails, and get them both done at the same time.
