The car went through a flood and has been sitting for a couple years. Now the e brake is stuck and the tires are locked up. How can i fix this problem?
The easiest thing I would recommend is to replace the brake components, The emergency brake cables and the back brakes. I would get brake cleaner or a silicone lubricant like wd 40 and apply it to the brake drums in the back for a few days to loosen the up rust that has formed on the brakes . The cable is most likely rusted inside the insulation and is frozen.
If the e brake is stuck the cables are likely bad anyways. Just cut the cables right at the back of the backing plates for the rear brakes. Then replace the cables if you really want to fix them. You regular brakes will still work fine.
