I had the same problem with stuck seat belts. If you can pull on your seat belt real fast and move it maybe an inch, that means it technically works, it is just that the locking mechanism is activating too fast (but not fast enough to keep it moving an inch). The problem in my case was that the ball bearing was packed with just enough dirt to make it that much more sensitive to movement which activates the locking mechanism. It is easy to disassemble and reassemble, but try the quick pull method and see if you can get it to move. If you jiggle it fast enough it should spool out, if not then it is not just the ball bearing.
Replace it as it is no longer safe to use even if you did get it moving again. The ratcheting/locking mechanism has gone bad.
