Hard to tell, but it looks like fiber glass. You should be able to get a repair kit at an automotive or home repair store. You will need to remove the broken section and put new fiber glass on, then shape it once it sets up.

I would look into either the EGR system, or the idle air control valve. It is usually a clue at which point a car begins to act up, since after about ten minutes the car is usually warmed up, it would lead me to look towards the hot idle circuit of the idle air control valve. I hope this info helps.
