Question about 1995 Dodge Neon
Only Ford products use an inertia switch for the fuel pump.
You have an ASD relay that could be failing, but no switch.

SOURCE: Fuel pump reset switch location
Dodge dosen't use reset switches on the fuel pump circuit. The only company I know of that does is Ford and Ford companies like Mazda and Jag.

The only way to reset the system is to disconnect battery cables for 10 minutes and before connecting the cables touch together to completely make sure there is no power left in the system

SOURCE: fuel pump
Your Caravan does not use a reset switch.
The fuel pump is activated by a relay from the engine computer.
You will need to find the relay, cycle the key and listen for it to click on.
The best thing is to check your power and ground circuits at the fuel pump connector on the fuel tank sending unit.
If power and ground is there you may have a bad fuel pump.
