Has there been any work done recently? Short to power or a bad switch (headlight relay) <----most likely try removing the relay and replacing with a known good relay.

There is a knob beside the headlights under the hood, fairly good sized, looks like rubber and you can manually turn down your headlights. That happened to my 86 Supra last year and the sync was just off and once I turned them down they started working perfectly. Hope this helps
