You don't say what make of car but it's about the same for all. Your problem is the choke adjustment. The choke raises the idle when the car is cold and after warm up drops to normal. You are doing the chokes job when you hold the pedal down, once its warmed up the choke no longer functions till cold again. So check the choke and the high idle speed adjustment. Simple fix. There are procedures for adjusting the idle mixture and speed.
I would start with those. Perhaps that resllve both the idle issue and the emissions issue. See procedures at the link below.

Idling problem


need to adjust idle speed by turning air adjusting screw on throttle body idle should be 750 - 790 RPM. make sure spark plugs and wires okay. make sure distributor cap and rotor good.replace fuel filter do a little tune because if engine not fine tuned one bad cylinder will cause engine not to idle if you have fuel injection system clean fuel injectors by filling gas tank full add a can of seafoam to fuel tank see what happens.

I bought an 89 dodge spirit, and it wont keep the battery charged has had multiple new batteries put into it and it also stalls every time its put into gear what could be the problem


Most probably, the AIC stepper motor is bad, one way to kno, is when the engine slows at idle when you swithc on the air conditioner, and the Idle automatioc control does not correct the RPM dropping from the increased load. An engien that does not maintain correct and stable idle cannot maintain the battery charged, but it could have multiple issues.

Starts but wont stay running. You have to keep your foot on the gas to keep it running


This sounds like a problem with the idle control. The idle control has to be adjusted. If it's not an idle control, then it would help to know the year, make and model of the car and the mileage on the car. At the simplest, it's the idle control. However, it may also be a problems with the car's ECU.

89 jeep yj wont keep running


sounds like you need to rebuild your carb. I just had mine done for my jeep the hardest part was finding someone to do it. ps mine only cost 50 bucks so dont get ripped off. good luck and hope this helps.

You might try adjusting the timing on the carborator.
