check the cap and rotor on the distributor. Make sure the tip of the rotor is clean and the inside contacts of the cap are clean also.

There's a lot of things to consider in adjusting the timing chain.Under the present situation, you need to have an electronic timing set or the mechanical timing light. Feeler gage to adjust valve clearances of your
engine. You need to buy these necessary equipments before you can
adjust the timing chain. The cost of buying these equipments maybe
more than the cost of having your car serviced by qualified mechanics.
So allow me to suggest that you bring your car at the service center,
wherein you can claim a service warranty.

Speedometer not reading right speed in Toyota Tercel.

Have you changed tires/wheels to a different size than was originally specified for this car? That will throw the calibration of your speedometer off. Sometimes the onboard computer can be adjusted to fix this, but you need garage professional programming equipment to do something like this if it is possible to do at all. Otherwise, if your speedometer is off and you haven't changed anything, it may need to be replaced, or the sensor on your drivewheels. Check with a mechanic.

no you dont need to adjust it but it may be a good idea just to grabe a timing lite and check it to get better performance(gas mileage)

Unable to pull off the housing cover to change my rear brakes for a 1997 toyota tercel

I'm assuming by 'housing cover' you're referring to the drum itself...sometimes it helps to remove the rubber plug from the backing plate and maually loosen the automatic adjuster to release the tension from the shoes. I know this next suggestion may seem like a silly reminder, but I mention it only because I've done it myself...be sure the parking brake isn't engaged.

Pull a spark plug first. If its wet with fuel then most likely you have an issue with ignition. If its dry then I would look at your fuel system.
