Well that sounds like water in a wiring harness somewhere. If you have spark and no fuel, it should start on starting fluid. If not you don't have spark or not at the right time. Have you checked the fuse box with the relays to see if it has water damage underneath ? The ECM-IGN fuse powers the computer and injectors among other things, and it gets power from the key switch. Do you know if the injectors have power and if the ecm is live ?

I'm almost sure the headlight switch gets power from a fuseable link off the starter, so that should not involve the fuse box. The headlight switch has an internal circuit breaker on most models.

If there is a heavy draw on the headlight circuit, that could drag down the alternator and kill the engine.

I'm assuming this question is for the 94 Astro.
Is the fuel pump getting power from the relay when the engine is cranked ?

I asked if the pump is getting power from the relay. Not if the relay has been replaced. Is the pump running and are you getting fuel pressure ?

Try resetting fuel pump. I do believe the reset button is on the forward passengers side of vehicle. The button is behind the plastic shield. Reset once or twice. This hopefully will fix your problem. Look in your manual for exact placement of fuel pump reset button

2000 mercury grand marquis 4.6 Intermittent problem. 35,000. miles. Problem engine died several times wile driving. Also after car is parked from a drive will not start. Found that the fuel pump is not...

I'd have to test when problem is ongoing. When you first turn on key, no crank, you should hear the pump run for a few seconds then stop. For initial prime, the computer doesn't need rpm signal. Engine cranking, the computer needs to see rpm signal or it won't ground the fuel pump relay. W/o rpm signal, no spark at the plugs and no fuel injector pulse. I know your talking about fuel, but, when problem is ongoing, check spark and fuel injector pulse, engine cranking.
Intermittent problems are a pain, have to test when problem is ongoing.

Not guessing as to what the problem is , testing for voltage drop problems with a volt meter . posted a video on youtube yesterday . If your still looking for guesses forget it , no one on here could say for sure without testing the circuit an hooking up a scan tool to see if PCM is energizing the relay . Do yourself a favor an take it to a qualified repair shop . Fuel Pump Electrical Circuits Description and Operation If you can't learn how to test from this guy , better take to a repair shop .

Turns over and over can hear fuel pump come on will start with starting fluid and runs great but when shut off for a little while wont start again only with starting fluid

If the starting fluid works then you have a fuel pump or a fuel pump relay issue. The fuel pump relay allows the pump to come on for about 2 secs and prime the fuel system. Once the engine starts then the power to the fuel pump runs through the oil pressure circuit.
If the car starts on starting fluid and then continues to run... I would lean toward a fuel pump relay issue. Hope this helps, Good Luck!
