The Mechanic is wrong, the light must be cleared with a scanner then the car driven for a few days, if the light comes bgack on the EGR Valve likely was not the problem.
It would help if I knew the fault code you read.

Does it misfire under load like when you press on the gas peddle after slowing down then accelerate or at idle. When you say spark plug did you mean all the spark plugs?

Turn signal switch. With you foot on the brake have someone stand behind the car. Wiggle the turn signal lever and see if the the brake lights flicker.

Yes there is. Did you disconnect the battery?

  1. Turn ON the ignition, with the engine OFF.
  2. Attempt to start the engine, then release the key to ON (vehicle will not start).
  3. Observe the SECURITY telltale, after approximately 10 minutes the telltale will turn OFF.
  4. Turn OFF the ignition, and wait 5 seconds .

Inefficient air flow can be from the catalytic converter clogging up. This is the most likely cause. Soon you will have 02 codes

I replaced the egr valve and the check engine light is still on so what do I do the code still says p0401

When you replaced the EGR valve did you check the EGR passage to make sure it wasn't clogged. Since exhaust gasses flow through the EGR passage carbon builds up on the walls restricting flow which can eventually lead to the code p0401 Insufficient EGR flow.

2002 monte carlo fuel gauge doesnt work,pump works ok.

It is likely the fuel level sending unit. I had a customer with an 03 Monte Carlo that the pump went out and the fuel gauge hadn't worked in about a year. We replaced the fuel pump module and it took care of both problems. I believe the sending unit is available separately from the complete module.

check your fuse box for a blown fuse. Your owners manual will have the fuse layout inside it.

My '03 monte carlo is very sluggish when going uphill or when passing. A GM technician had me replace the catalytic converter - no results. Any thoughts?

YOUR TRANSMISSION COULD BE SLIPPING.CHECK TRANSMISSION FLUID EGR VALVE NOT WORKING .A STOPPED UP FUEL FILTER.BAD PLUG WIRES - PLUGS -COILS- WILL EFFECT POWER.
