You should be able to buy a repair book from most any auto parts store, or a used shop manual on Ebay.

2001 ford windstar engine may have locked up what do i do with out junking the vehicle

If you want to keep it, best bet is to find another engine, exact same engine, and same year preferable, and put that in your windstar.
But you said "may have locked.." Anybody handy with wrenches could tell you if the engine is seized up or not. Once seized, they don't come unseized, so just a matter of seeing if the crankshaft still turns inside the engine. If not seized, it may be worth seeing if engine is still useful. But if it locked up, the rebuild cost is too great to make it worthwhile. Just find another engine.

What is better to rebuild an engine or buy a used and how much cost to do this any aprox. In price

You are better off rebuilding the engine if you intend to keep the car, the engine may last far longer if it is looked after and there are no unforeseen incidents. If you are selling a car then fitting a used engine can be cost effective, if you shop around wisely you can find a good engine for a reasonable price. Some buy salvage/donor cars to sort their own vehicle out from insurance auctions/salvage sales.
Rebuilding is usually more expensive but I would far rather have a rebuilt engine than a used one.
The thing with used units is that you cannot usually tell how well they have been maintained.
The choice is yours

1988 MITSUBISHI MIGHTY MAX/S rebuild the carburetor?

Hardly anybody rebuilds carburetors any more. If you can even find a carburetor kit for the thing, there should be an instruction manual included in the rebuild set.

Cyliders on my 5.0 engine isnt getting pressure what do i need to do and whta parts do i need to get cause i dont do used motors i rather get it rebuilt

If you have no compression on the cylinders. You will have to rebuild this engine. you will need to get a manual for it. The manual will tell you everything you need to do to it. Basically you will have to pull the engine and strip it completely down. You will have to have machine work done to it first. You will need an engine rebuild kit $500.00+. then follow the steps in the book to reassemble it.

Go to your local auto parts store, they will have a Motor's or Chiltons manual for this vehicle with all the necessary info.
