Hope you mean the gas tank filler pipe. as would not like to open the gas pump. in the boot you should find a plastic triangle this is for opening the filler cap. if its not there i must of been pulled off and you will need to remover the cover and pull the pin back.( it lock the filler cap). you may need to change this part as they can become unworkable after a time. or could just need a re grease.

How do I get gas out of gas tank on a 1998 Jeep

no job stated, so cant help much. CONTEXT and symptoms do let me help 100x better, for sure.
the fsm covers this.
some cars have anti siphon valves in filler.
so?
on my car is used the fuel pump in the car to pump it down.
but that takes a good fuel pump.(and make no sparks.......)

the fsm covers this. read that. ZJ book, free
http://www.jeep4x4center.com/knowledge-base/index.htm?utm_source=cj#service

is this a pump problem or gauge level problem
or EVAL issue. cant guess that. no way.
and the job in the FSM , is based on that.

ill assume the pump is dead 0 psi cranking for 3 seconds.
and had 12vdc to it , during the cranking event.

above link
open chapter fuel systems
then PDF page 10
there it is , the factory methods
step 11 is tricky ,read that first.

step 14, insert fuel draining station hose to the filler hose,
then pump it down
if DIY, (i have my own pumps, in a box) but you can use SOP
syphon hose now. avoid, drinking fuel. benzene is toxic, to max.
SOP. standard operating procedure of any gas thief (lol)

or connect hose to the filter pipe input
then to external gas tank
and hot wire the tank pump.
ways, all. (recap)
  1. drive it low, zero risk
  2. factory way, RTM.
  3. siphon way. at step 14
  4. external fuel pump way. at 14.
  5. hot wire stock pump way. (no factory steps, just filter pulled)

Cant tell if water pump is circulating fluid

have the car run for at least 10mn with out the radiator cap after the thermostat opens up you should see the coolant circulating have some one give it gas and look to see if is doing so(careful not to look directly on the radiator) if you see movement the pump is fine if not it could be that the thermostat isn't opening or a bad pump.
ps make sure the fluid is toped before you start.

My hhr ran out of gas, filled it, now it wont start at all.

Only Ford products have a Fuel Safety
Reset Switch & they only open in an
accident
Have it towed to a shop & diagnosed
Given the age & the fact you ran it out
of fuel,I would say the fuel pump needs
to be replaced

The problems you are describing sound like a classic case of your fuel pump going out. If you replace the fuel pump You should solve your problem. I hope this helps you out.
