My 96 ford windstar keeps flooding itself out, where do I start troubleshooting this?

Flooding is a fuel to air ratio being off. I would start with the simple things like air filter and make sure it is properly connected on all ports. The other thing I would check are the vacuum hoses. There should be a diagram of where they are under the hood on a sticker.

Need a vacuum line diagram for a2003 CTS w/ 3.2L

many of these cars have wires, hoses and other parts running very close to the belt(s), I am unable to find a good diagram for you, but, if you were to look at an area 2-4 inches to the sides of the belt path, you will likely find the broken/ torn vac hose in that area and then run a new hose from that point (keeping in mind that you need to clear the belt path) going back to the port.
also the hose may have just been pulled / blown off the port from back pressure when the accessories that are run by the belt (air pump/ purge) stopped, and it may be laying near the port itself.

How do I keep the vaccuum lines when installing an Edelbrock carb. on a 454 w/ dual air pumps.

Hi there,
So I am guessing that u r adding a new carb.
Before u take all vaccuum lines off, put white paper tape on them
an number them where they go.
When u get new carb look to see if it has all the ports that the
old carb did. Or why not??
Should not be that tuff though!

Where is the hiblow relay located?

Usually when you loose the high blow function on the blower motor it's a burnt out connection in the wiring. If you pull the glove box out I think you will find a burnt out wire going to your blower motor. Refurbish the connection. The blower motor can draw to many amps and burn the connection up so it would be a good time to replace the blower motor too.

It sounds like a actuator is bad or not getting proper vacuum to open or close on demand.
