Asumming it did not do this before, and suddenly started, have you also noticed a loss of power at very low speeds? This could be caused by a vacuum leak, One of the little rubber hoses that attach around the carburetta or intake manifold may be disconnected from dry rot, cracked, stretched out etc. You likely will need to remove the air filter housing. Look around for a loose skinny hose and where it may have popped off. Somtimes you can trim the tip off and reconnect it, but they are cheap for a short section to replace, from any auto parts store. Take old one with, to check size.

it may be this or the ( pcv valve ) pcv get clogged alot on old fords. The idle air control valve (IAC) control the engine idle speed and dashpot functions. The valve is located on the throttlebody . This valve allows air to bypass the throttle plate. The amount of air is determined by the Powertrain Control Module (PCM) and controlled by a duty cycle signal.

SOURCE: High Idle
I have a 2001 Nissan Altima and mine did the same thing. We replaced the intake gasket. It costs around $5.50, but it requires several different kinds of tools. We spent over $100 in special sockets, etc. But once you replace that gasket, it will idle better.

SOURCE: 1987 bmw 325 idles rough
I had a similar problem on a 318IS.
The rough idling was accompanied by an occasional whistling noise from the general engine area (caused by air leaks through the front and rear crankshaft oil seals).
The problem was caused by a faulty crankcase ventilation valve (Costs about $100).
The vent valve is easy to replace - (2 screws) - check the vacuum hose that connects this valve back to the tappet cover air vent nipple - it goes soggy and disintegrates.- replace with suitable oil resistant vacuum hose.
While on the job, clean the throttle body / butterfly valve internally with a soft toothbrush dipped in petrol. This cleans off sooty deposits - makes engine idle rpm more consistant.
